Senedd Election 2026

Wales news
27 March 2025

RCPsych Wales is pleased to launch its manifesto ahead of the Senedd election in May 2026.

The next Senedd term (2026-2030) represents a pivotal moment for the future landscape of mental health, building on the new Mental Health and Wellbeing Strategy and overdue reforms to legislation.

We are calling on all political parties to clearly prioritise mental health in their manifestos by committing to short-, medium- and long-term actions.

We have identified 15 priorities to support the next Welsh Government in making realistic and ambitious improvements to the delivery of mental healthcare. These are spread across 4 focus areas: patients; workforce; health boards; and digital/research.

This includes calling on the next Welsh Government to:

  1. Commit to an ambitious target that no individual should have to travel outside of Wales to access specialist mental health treatment by the end of the next Senedd term.
  2. Put in place an interim ‘Access to Care Fund’ to support patients and their families with the cost of travel, food and away-from-home accommodation associated with out of area treatment.
  3. Prioritise the mental health and wellbeing of psychiatrists by improving awareness of resources and incorporating interventions, such as peer support and reflective practice, into training and contracts.
  4. Develop a dedicated action plan for psychiatry to address workforce shortages, the growing demand for services, and the changing nature of the profession.
  5. Invest in a world-leading national approach to digitise the Mental Health Act, thereby increasing productivity, enhancing efficiencies, and improving patients’ and clinicians’ experiences.

We will supplement the manifesto with a policy briefing in the summer, setting out the context to each ask and how they could be delivered in practice.

We are looking forward to promoting our manifesto over the coming months.

As part of the Welsh NHS Confederation’s Health and Wellbeing Alliance, we are attending this year’s party conferences. These provide a perfect opportunity for us to help key political stakeholders understand the positive difference that the next Welsh Government can make to mental healthcare.

Conference season kicked off on 21 and 22 March, with Plaid Cymru descending on Llandudno. We were delighted to speak with party Leader, Rhun ap Iorwerth MS, and Shadow Cabinet Secretary for Health and Social Care, Mabon ap Gwynfor MS.
