
Stuart Bell

Stuart Bell was the Chief Executive of Oxford Health NHS Foundation Trust until June 2020 when he retired after nearly 38 years’ service in the NHS, 23 of them as a Chief Executive Officer. Before Oxford Health he was CEO of South London and Maudsley NHS Foundation Trust (SLaM) for over 13 years. He was regularly cited by the Health Service Journal as one of the most influential NHS Trust chief executives in the country. He was awarded a CBE for services to the NHS in 2008.
One of his particular interests is building the most effective relationships between academic researchers and those who deliver services and care. Another major focus is in promoting care which is truly focussed around individuals and their needs. He was for many years a Trustee and later the Chairman of the Picker Institute (Europe), a charity devoted to improving the way in which health services make their services more patient and person centred.
Throughout his NHS career he has been actively involved in the development of leadership and effective teams. For three years he led a team of organisational and management development consultants working with the most senior teams across an NHS region to enhance their leadership and change management skills.
He has been a member of World Health Organisation Missions and co-author of reports to advise the Romanian government (2006), the Lithuanian government (2007), the Portuguese government (2013) and the Armenian government (2014) on the development of national mental health policy and services.
He was a Trustee of Help for Heroes - the veterans’ welfare charity - from 2018 to 2025, and is actively involved in a range of local charities.
